Joint effort will build facilities throughout North America combining pioneering high-altitude direct air capture technology and substantial carbon transportation and storage infrastructure

HOUSTON, TX – MARCH 1, 2025 – NexGen Carbon Solutions, LLC and High Hopes USA, Inc. have formed a joint venture to build a large network of carbon capture and storage infrastructure throughout North America using unique high-altitude direct air capture technology.

The Houston-based joint venture, New Hopes Carbon Solutions, LLC, will start with a two-phased underground carbon storage facility in northeastern Oklahoma called Project Vanguard.

NexGen Carbon Solutions (“NexGen”), a wholly owned subsidiary of Horizon Energy Global Corporation, has secured carbon storage leases for the first phase of Project Vanguard encompassing 75,000 contiguous surface acres in northeastern Oklahoma in the vicinity of large industrial carbon dioxide emitters.

NexGen will soon submit a Class VI permit application with the U.S. Environmental Protection Agency for Project Vanguard’s 12 injection and requisite monitoring wells that will each store 300,000 metric tons of CO2, totaling 3.6 million metric tons annually, comprising Phase 1 of Project Vanguard. That is the equivalent emissions of 782,000 passenger vehicles annually.

NexGen will construct a CO2 transportation system that consists of an 80-mile trunkline, infield pipeline network and supporting compression stations. Over the course of the 20-year project life for Phase 1, NexGen anticipates Project Vanguard will store a net 72 million metric tons of CO2.

As a portion of its CO2 source, Project Vanguard will use a unique and patented technology developed by High Hopes that employs existing aerial platforms (unmanned balloons) to capture CO2 from the atmosphere at altitudes as high as 52,500 feet where the CO2 is close to its freezing temperature. The cold temperature together with the abundant winds enables the High Hopes solution to capture CO2 at scale and with five times more energy efficiency than other on-the- ground or oceanic solutions.

Once the individual capture vessels arrive back on the ground, the CO2 is further processed, compressed and transported via pipeline for eventual injection into a permanent storage facility. Initially, the High Hopes aerial platform system will efficiently and economically capture approximately 300,000 metric tons of CO2 annually at each discrete project site.

This pioneering carbon management system is scheduled to be fully operational in early 2028.

The New Hopes joint venture plans to substantially scale the systems to increase the CO2 capture and storage capacity not only at the Oklahoma site but also at other identified sites throughout North America.

"The entire NexGen team is extremely excited about partnering with High Hopes and appreciates the significance of developing CCUS projects capable of serving both point source capture as well as high altitude direct air capture,” said Horizon Energy Global Corporation CEO Stephen Brunner. “By combining the leading-edge carbon capture and sequestration technologies and implementation capabilities of both High Hopes and NexGen, we are creating a world class opportunity that will initially place the State of Oklahoma and other states at the very forefront of innovative carbon management solutions."

"We are thrilled to be at the forefront of taking carbon capture to the next level by teaming High Hopes’ novel technology with NexGen’s carbon transportation and storage expertise,” said High Hopes Labs Ltd CEO Nadav Mandorf. “Together, we are developing projects characterized by sustainable innovation and providing economic opportunity to multiple stakeholders in Oklahoma and other U.S. states. Our mission is to bring tangible and scalable progress to the direct air capture industry. With this partnership, we enthusiastically take a major step forward toward meeting our goals as a company and deploying a high-altitude DAC system of record proportion."

About Horizon Energy Global Corporation and NexGen Carbon Solutions, LLC
Founded in 2015, Horizon is a U.S. based independent oil and gas company in the process of transitioning into carbon transport and storage as its core business through its subsidiary NexGen Carbon Solutions, LLC. In 2023, NexGen Carbon Solutions formed a 50/50 joint venture with a long-established Oklahoma-based independent energy production company. The joint venture company operates as NexGen Carbon Oklahoma, LLC and holds 650-miles of pipeline easements and right of ways in northeastern Oklahoma.

About High Hopes Labs Ltd and High Hopes USA, Inc.
Founded in 2020, High Hopes Labs Ltd is an Israel based high technology company. High Hopes uses cutting edge, well-researched technologies to develop and rapidly scale cost-effective high altitude direct-air carbon capture (DAC) technology (potentially lowering capture cost to $55 per metric ton). The High Hopes technology received a U.S. patent in 2022.
